Luis is EU Energy Policy & Regulation Director at Enagás, an international leader in the development, operation and maintenance of energy infrastructure. Enagás is certified as an independent gas Transmission System Operator (TSO) by the European Union and has been granted the title of provisional Hydrogen Transmission Network Operator (HTNO) in Spain.
Luis has 25 years of experience in the energy sector, where he has specialised in energy economics, gas and hydrogen sector regulation and energy policy.
